Exciting opportunity for dynamic, energetic leader. Position based in Fairfax, Virginia offices at both the Pennino Building and Sharon Bulova Center.

The Deputy Director of Clinical Operations oversees Acute and Therapeutic Treatment and is responsible for leadership and management of service provision for Virginia’s largest publicly funded behavioral health and developmental disability agency with a budget of approximately $200 million. Reporting to the Executive Director, provides day-to-day clinical operations and recovery services in the following service areas: Emergency services, Engagement Assessment and Referral Services, Jail and Court Based Services, Residential and Youth and Family Services, Residential services for individuals with substance use and co-occurring disorders, and Wellness, Health, Prevention and Promotion. Leads peer-based recovery service provision throughout the CSB. Working closely with CSB Executive Director and senior leadership this individual will spearhead the implementation of best practices in behavioral healthcare. Develops and maintains close collaboration with community groups, law enforcement and public safety, courts, other county agencies, institutes of higher learning, hospitals, schools, and community agencies. While ensuring service provision includes evidence based and informed best practices, must also lead regulatory compliance and ongoing staff development. Maximizes service delivery efficiency with a focus on outcomes. Ensures efficient and effective use of local and state resources and plans for future clinical operations and service delivery needs.

  • Oversee, plan, lead and direct the overall clinical operations of the agency in partnership with the Deputy Director for Community Living.
  • Develop and strengthen best clinical practices at the CSB.
  • Manage facilitation and implementation of the agency's strategic plan and initiatives in cooperation with various stakeholders, particularly with the 16-member agency Board.
  • Assist the Executive Director with development of policies, procedures, processes, and best practices in support of effective and efficient service delivery.
  • Partner with individuals, families, advocacy groups, other agencies, hospital, service providing agencies, CSB staff and other stakeholders to identify and implement promising and best practices.
  • Monitor for trends in behavioral health and adjusts service delivery to meet community needs.
  • Serve as the CSB's liaison with community groups, other county departments, and state and other health and human services organization as appropriate.
  • Oversee and ensure that effective health care compliance procedures, processes, and risk mitigation measures are instituted in conjunction with the agency's Compliance Officer.

  • Under the policy and administrative direction of the Executive Director of the Fairfax-Falls Church Community Services Board (CSB), responsible for the planning, supervision, and coordination of mental health, intellectual and developmental disability, and alcohol and drug services/programs in the Fairfax-Falls Church area;
  • Represents and acts for the Executive Director in contacts with the public, the CSB governing board, the Board of Supervisors, Federal, State and local groups/officials, and private-sector organizations; With the Executive Director, establishes goals, objectives and priorities for the service and administrative areas and evaluates effectiveness in meeting them;
  • In the director's absence may represent the CSB on the Human Services Senior Management Team as directed.
CLINICAL:
  • Provides oversight of clinical service delivery at the systems level;
  • Provides direct supervision and guidance to the program service directors managing the delivery of evidence-based services;
  • Provides leadership for service development, planning, implementation and evaluation, as well as workforce development;
  • Ensures a continuum of services for persons of all ages in need of the specialized services of the CSB;
  • Accountable for ensuring quality services which meet state and federal requirements and which are provided in a fiscally and clinically sound manner supervises the work of agency division managers.

ADMINISTRATIVE:
  • Ensures that programs and business operations comply with Federal, State and County laws and regulations, accreditation standards, and insurance requirements;
  • Ensures development and implementation of public-private partnerships to meet the needs of residents for mental health, intellectual/developmental disability, and alcohol and drug services, and oversees contractual services;
  • Ensures the integration of intake, service delivery, and information systems development while working with various Health, Housing and Human Service Agencies,
  • Collaborates with the Executive Director and the Senior Leadership Team, to include the County Department of Management and Budget, in the development of the agency's budget and contributes vital data and expertise regarding critical needs, funding strategies and opportunities;
  • Works with the CSB HR Director to examine and anticipate workforce needs and develop detailed plans and strategies, utilizing the county's workforce planning process in concert with DHR, DAHS, and the Department of Management and Budget;
  • Responsible for implementation and refinement of the performance management system for CSB staff and oversight of recruitment and retention of a qualified workforce;
  • Evaluates the effectiveness, efficiency, and customer satisfaction with service delivery system.

CLINICAL:
  • Thorough knowledge of the current treatment/care philosophies and programs in the fields of mental health, intellectual/developmental disability, and substance use disorder;
  • Knowledge of Federal, State, and County laws and regulations affecting mental health,
  • Intellectual/developmental disability, and alcohol and drug services, and the ability to interpret and apply them correctly.

ADMINISTRATIVE:
  • Extensive knowledge of public administrative principles, management methods and practices to include governmental budgeting, human resources, financial management, grants and contracts, and health care and business operations;
  • Knowledge of strategic planning and project management;
  • Ability to discuss complex technical and administrative issues, develop feasible alternatives and explain options to the Board, staff and the general public;
  • Ability to direct and coordinate the activities of a large organization with many diverse functions and programs.

Employment Standards

MINIMUM QUALIFICATIONS:
For Deputy Director of Clinical Operations: Any combination of education, experience, and training equivalent to the following:
Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”)Graduation from an accredited college or university with a master's degree in psychology, nursing, clinical social work, or counseling; plus seven years of increasingly responsible managerial experience in a large behavioral health system serving people with mental illness, intellectual or developmental disability and/or substance use disorders; experience with governing/advisory boards.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:

  • Experience in an executive leadership role overseeing service delivery.
  • Knowledge and experience leading a large team in a behavioral or primary healthcare setting or developmental disability setting.
  • Experience with community behavioral health and integrated healthcare.
PHYSICAL REQUIREMENTS:
Ability to attend meetings at various locations and make presentations to county staff and community; communicate clearly, both orally and in writing; and use keyboard driven equipment. All duties performed with or without reasonable accommodations.
